Sending $5,000 to every adult American under President Donald Trump's newly announced “Trump Dividend” could cost roughly $1.2 trillion, far more than the tariff revenue that could potentially help finance the plan.
Wednesday night's Republican Party midterm convention in Dallas provided the stage for the announcement. Trump promised the payment to every adult U.S. citizen if Republicans retain control of both the House and Senate in November.
The proposal offered few details about how the federal government would finance or distribute the money. Trump compared the payment to a successful company returning money to its shareholders.
Roughly 240 million adults could qualify, putting the estimated price at about $1.2 trillion. The federal government is already running a $2.1 trillion deficit this fiscal year, adding another financial consideration to a proposal of this size.
Tariffs have emerged as one possible source of money, with Vice President JD Vance suggesting the government could draw on revenue collected from import duties. Current collections, however, would cover only a fraction of the amount required to finance the proposed payments.
Congress would also have to authorize the spending. A president cannot independently order the Treasury Department to distribute the payments without lawmakers providing the money and legal authority.
Another question centers on the decision to tie the payments directly to Republican control of Congress. Legal precedent indicates that a broad campaign promise of government benefits would not by itself constitute illegal vote buying because individual voters would not receive money in exchange for casting their ballots for Republicans.
A previous proposal called for $2,000 payments funded by tariff revenue in 2025, but those payments were never distributed. The administration later issued a separate $1,776 payment to eligible military personnel using money previously authorized by Congress.
Economic studies found that pandemic-era stimulus payments contributed to inflation by boosting consumer demand. Financing another large round of payments through borrowing could also increase federal debt issuance and put upward pressure on government borrowing costs.
Eligibility is another unresolved piece of the proposal. Trump said every adult U.S. citizen would receive the payment, although his previous $2,000 tariff-dividend proposal excluded wealthy Americans.
The “Trump Dividend” is still a campaign promise rather than an approved federal payment. Making it a reality would require Republicans to retain Congress, lawmakers to authorize the spending and the administration to establish how the program would be financed.
